From the perspective of a construction consultant delivering projects for schools, the recent suggested government review of the school maintenance funding system highlights important considerations for future projects.
The current system, which provides maintenance funding through the Condition Improvement Fund (CIF) and School Condition Allocation (SCA), is deemed “too complicated” by some key stakeholders. We hope that this recent announcement means project funding may become more streamlined, simplifying the process of securing capital for necessary works however this is not itself without concern.
We at Stratus9 Consulting are mindful that the CIF process does in most cases fund the projects most in need. Automatic formulaic allocations are difficult to track and have in the past resulted in key condition issues in schools going unchecked as funds are diverted to less building critical refurbishments. The oversight and involvement of the DfE through the CIF project does ensure that Academies and their consultants use funds in a targeted and best value way.
The development of a new “education estates management portal” is particularly relevant for consultants, as it could and should serve as a central hub for interactions with school trusts and local authorities. This could make it easier to manage project-related communications, access funding information, and align projects with the Department for Education’s goals around energy efficiency and climate resilience. There are a number of private technology companies already providing similar services in the sector which our clients benefit from immensely.
The government’s emphasis on long-term sustainability, decarbonisation, and climate adaptability in school buildings of course aligns with modern construction practices. Future projects may prioritise retrofitting and energy-efficient solutions over complete rebuilds, especially as the government aims to address a significant backlog of maintenance needs.
In summary, we as consultants should always expect changes in how projects are funded and managed as priorities, funding and Governments change. A focus on sustainability, streamlined processes, and more proactive estate management is a must given the current state of our schools buildings and national finances.
